With reference to Your Lordship's

telegram of the 25th. of last April which ran as follows:-

"Rupturing Aptotes Shackling Herself" 1.8. "Your telegram of 1st. April, United States

Government accept invitation",

I have the honour, in view of the enclosed copy of a

Despatch from the American Consul-General at this Fort,

to enquire whether "Herself" was a mistake for "Hersement"

i.e. cannot accept invitation.
